SCSP Commission on Scaling Fusion Energy Releases Report

From the FIA, Partnering with Governments

After a year of meetings, research, and analysis, the Special Competitive Studies Project (SCSP)-led Commission on the Scaling of Fusion Energy released their culminating report, “Fusion Forward: Powering America’s Future.” The report underscores the imperative to accelerate fusion deployment to secure U.S. national security.

The bipartisan Commission – chaired by Senators Cantwell and Risch – includes representatives from the public and private sectors – including two FIA member companies: Commonwealth Fusion Systems and Helion Energy. FIA CEO Andrew Holland participated as an advisor to the Commission.

The report sets three central priorities for U.S. government engagement with the fusion industry: 

  • Declare Fusion Energy a National Security Priority 
  • Expand Fusion Leadership and Inject $10 Billion to Drive Commercialization 
  • Strategic Actions to Win the Fusion Race 

The Commission emphasized the geopolitical urgency of deploying and scaling commercial fusion, highlighting data from a previous SCSP report showing China has invested at least $6.5 billion into fusion since the U.S. National Ignition Facility first achieved ignition in 2022. 

In order for the U.S. to lead globally in fusion, the report recommends that the President immediately issue an Executive Order (EO) advancing fusion as a national security priority. The Commission also urges strong support from executive agencies to further fusion across channels, and reinforced the importance of suppliers, technologies, and workforce enabling deployment.
